Peshawar Road Rawalpindi Underpasses: Work Yet to Begin as Monsoon Nears
Concerns are growing over the Peshawar Road Rawalpindi Underpasses project as formal construction work has still not begun despite the monsoon season being just weeks away. The Punjab Communication and Works Department has yet to break ground on three planned underpasses that form a critical part of Rawalpindi’s ambitious signal-free corridor project, raising questions about whether the deadline can realistically be met.
What Is the Peshawar Road Rawalpindi Underpasses Project?
The Peshawar Road Rawalpindi Underpasses project is part of a larger plan to create a fully signal-free corridor across one of the twin cities’ busiest roads.
The underpasses are part of a plan to construct a signal-free corridor from Islamabad Expressway to the Motorway Chowk on Peshawar Road. The total length of the signal-free corridor is 25 kilometres and it aims to reduce the travel time from Islamabad Expressway to the Motorway Chowk to only 15 to 20 minutes.
Three underpasses are planned as part of the Peshawar Road Rawalpindi Underpasses scheme, located at Race Course Park, Army Graveyard, and Chairing Cross. The total project cost stands at Rs8 billion, making it one of the most significant road infrastructure investments in Rawalpindi in recent years.
What Progress Has Been Made So Far?
While formal construction has not yet started, some preparatory work has been completed on the Peshawar Road Rawalpindi Underpasses project.
In this regard, the General Post Office Chowk had been completed last year while the Kutchery Chowk remodeling project completed in May.
Officials confirmed that utility relocation work along the corridor, including gas pipelines, telephone lines, and electricity infrastructure, has already been completed from Race Course to Qadir Motors Stop.
Officials also confirmed that before starting excavation, the executing agency wanted to complete drain work, construction of service roads, and clearance of the corridor so that monsoon rains would not disrupt formal construction once it begins.
Why Has Work Not Started Yet?
The delay in the Peshawar Road Rawalpindi Underpasses project has been building for months. Work on the project worth Rs8 billion was originally expected to start in the first week of April and be completed before the monsoon season. ProPakistani
That deadline has already been missed. Construction was then pushed to after Eidul Fitr holidays, with the government directing that work be completed by June 30 before the start of the monsoon season. Bloom Pakistan
That deadline now also looks increasingly difficult to meet, as formal ground work has still not commenced with monsoon just around the corner.
What Are Officials Saying?
Despite the delays, officials remain optimistic about the Peshawar Road Rawalpindi Underpasses timeline.
Officials said the side work had started and construction will begin within a week or two. Once started, the work will be completed within two months.
However, construction experts have raised concerns about starting excavation so close to the monsoon season. Heavy rainfall often leads to water accumulation in excavation sites, slowing construction activities and increasing project costs.

What Is Being Done to Manage Traffic During Construction?
Authorities are aware that construction on one of Rawalpindi’s busiest roads will cause significant disruption, and plans are in place to manage the impact on daily commuters.
Traffic police had been asked to make a traffic plan and Rawalpindi Cantonment Board would complete patchwork on alternative roads, including Transit Camp Road, Bakery Chowk, and the road from Army Public School to Chairing Cross.
Commuters should plan for significant traffic delays on Peshawar Road once formal construction of the Peshawar Road Rawalpindi Underpasses project begins, particularly during peak hours.
What Does This Mean for Property in the Area?
Once completed, the Peshawar Road Rawalpindi Underpasses project will transform connectivity along one of Rawalpindi’s most important arteries. A fully signal-free 25km corridor cutting travel time to just 15 to 20 minutes will significantly boost the attractiveness of properties along and near Peshawar Road for both residential and commercial buyers.
Areas like Saddar, Chairing Cross, Race Course, and the broader Peshawar Road corridor are already in demand. Once this infrastructure project is delivered, property values in these areas are expected to rise further as accessibility improves dramatically.
